Thomas Fugate was selected to head the Center for Prevention Programs and Partnerships (CP3) despite a lack of government or security experience. He served one year as a "special assistant" in CP3. Before that, he worked on the Trump campaign and with the Heritage Foundation, the think tank responsible for Project 2025.
