Since Trump started campaigning in 2015, he repeatedly called Obamacare a "total failure" and promised to "replace Obamacare with something terrific". He made numerous attempts to weaken Obamacare while in office without a federally-backed plan to replace it.

During the 2024 Presidential debate with Kamala Harris, Trump admitted he only had "concepts of a plan."
