Details

Former President Jimmy Carter died on December 29, 2024. According to US Flag Code 4 U.S. Code § 7(m): "The flag shall be flown at half-staff 30 days from the death of the President or a former President". This was enforced by Biden's Proclamation 10876.

Trump overrode the Flag Code with his Proclamation to ensure flags would flown at full staff for his inauguration (and all future inaugurations).
