Details

Trump's tariffs included a 10% tariff on the Heard and McDonald Islands, both uninhabited.

Russia and North Korea were not on the tariff list due to existing sanctions. However, even with the sanctions the US imports more from Russia than it does Ukraine. Russia is one of the US's largest trade deficits and would merit a 41% tariff according to the administration's formula. Meanwhile, the US actually runs a trade surplus against Ukraine.
