Trump wanted to tweak the US budget bill because, "We don't want to benefit Democrat governors [...] We want to benefit Republicans."

Rating justification

Although Trump covered his bases saying, "we don't want to do any damage to a state... we want to help all the states," he can't do both. Democratic governors are benefited when their constituents are benefited - ensuring Dem governors are not benefited means penalizing their constitutents. It is a clear ethics violation to penalize US citizens based on the party affiliation of their governors.
