In lawsuits against the federal government, the courts sometime issues injunctions or temporary restraining orders (TRO) that block or reverse the government's policy. If the government does not comply, courts may issue contempt citations. Courts typically require the party requesting an injunction or TRO to pay a "security" bond to cover damages in case the order is later overturned, but often waive them in public interest or constitutional cases. Dozens of injunctions and TROs have been issued against the Trump administration without a security.

The new GOP law requires a security "given when the injunction or order was issued" for courts to enforce a contempt citation. It creates a new loophole for Trump to ignore all pre-existing injunctions and TROs that were issued without a security.

The proposed measure was buried in the "Big Beautiful Bill" for the budget, which was over 1,000 pages long.
